Answer to the second question, you have to have root perms in
<5> order to install an rpm... you can extract the files and then install them to your HOME dir... to extact: rpm2cpio <rpmname> | cpio -dim and then just manually copy them to $HOME/lib %HOME/bin $HOME/etc
