It's actually you agreeing to pay the IRS. There's no other official document that requires you to pay US income tax. Technically, of course. The IRS still comes after you, and you must be quite careful to pull it off. And any employer requires you to sign a W4 (they, themselves, have agreed to require you to sign it). You can only get away with not paying taxes if you freelance. <0> And "get away" is a pretty rough term, as your kids aren't eligible for financial aid (no taxes filed, no taxes to report) among many other things.
