<2> kingsley: Mozilla uses a special installation system called XPI for installing icon packs like this so you should make sure that 'Enable software installation' is checked in Edit, Preferences, Advanced, Software Installation and that 'Navigator' is ticked under 'Enable Javascript for' in Edit, Preferences, Advanced, Scripts & Plugins (Tools, Options, Web Features, 'Enable Javascript' in Mozilla Firefox).
