<3> i am beginning to think that the windows boxes are somehow accessing the linux boxes. when you restart iptables the counters get reset and then when the window boxes try to re connect iptables thinking there are not supposed to and drops the connection thus causing the effects you are seeing

<3> diomedes: that might be it. it has to do with the way windows keeps track of its connection to other window machines. if SMB is running it sends out a connection request. your windo boxes are getting this request and when the firewall is reset it kills this connection
