<13> From what I've noticed so far in my small amount of time of use is that the problem is particularly bad with Shortcuts that are owned by system (and shortcuts have no security tab). Since the shortcut is owned by system, you need admin credentials. So you ***ent to elevation. But elevation triggers the secondary level of security, that being the "Secure Desktop"
