<FKnight`> when the intital boot up process starts, Windows is using a base driver set to get the hard drive going so it can read in the OS
<FKnight`> after it gets enough of the OS in to load drivers, it starts loading the REAL drivers
<FKnight`> if the system kept booting with the base drivers, it would be VERY slow
<FKnight`> cause there would be no DMA access, or any other enhancements by the controller drivers
<FKnight`> unfortunately, unlike Windows 9x, Microsoft decided to even cripple safe mode
<FKnight`> in Windows 9x, your system would still boot, but just run slow
<FKnight`> and you could still install the drivers
