<1> I think I got that from some news paper....talkin about the family of this mexican guy whose suppose to be executed in california. Aparently he outlived a close relative to the victim over a decade after he was sentenced to death

<1> it's just a never-ending worsening cycle. In bad areas, there are lots of crimes. Jails fill up. In response to jails filling up, sentences are reduced. A car theif gets 10 days, isn't afraid to go stael more cars. Crime increases
