<2> JanetB: we have "all that" because a majority of the public demand that they be supported with public tax monies, creating irresistible political pressure against any politician opposed to same. Some of what the public pushes for is not responsible or wise spending, but there it is.

And since those numbers come from the government, one knows they candy coat the figures a little bit.
