<14> When clinton first became president, he stopped federal funding on a bunch of stupid things, like industry advocacy groups, and other pork. Congress pitched fit, but he got many of these through. Clinton, with careful budgeting, was able to stop the deficit spending, and was bringing down the deficit. Can't say that for the present administratino.
