<5> aka.. john is in the group "devel" the directory that he's in is owned by single:devel and set to 775 the file he's trying to chmod is owned by single:devel and is currently 664, he's trying to make it 666 and gets an error

The risk of wrecking your rpm database is high and then we will all be forced to laugh at you. It's like going to a library and putting a book on the shelf without making an index card.
