<6> You dont need to be root to run any of thoose files, however if theese files want to write to places where you dont have permission then yes you need to be root or any other user that can write there.

<6> If you can't run the file it's mostly becuase of A) you need to chmod +x foo or B) There's a uid check coded into the script to make it quicker for people to get that you can't do anything useful with this file because i will need to write to directories only root can wiret to for example.
