<2> Well some people are not the best at writing, so a limit on that may not be the best way to go. That should be voluntary, though I'm sure there's something that everyone can contribute. They shouldn't, however, have an issue with at least creating an account and signing up for an operator mailing list. A list is good for those people who don't happen to make IRC a daily thing. Any big announcements will still get to them.
